Bill to plug by-election loophole tabled

The government has tabled a bill in the Legislative Council to ban resigning lawmakers from running in a by-election for six months.

The Secretary for Constitutional Affairs, Raymond Tam, said most people support measures to plug the loophole, whereby lawmakers can trigger by-elections and then run for re-election for political reasons.

Mr Tam said the revised proposals keep changes to the electoral system to a minimum. But Civic Party leader Alan Leong, who himself was among those who triggered by-elections in 2010, said the bill disrespects democracy.
