The director of the Hong Kong University Public Opinion Programme, Robert Chung, has defended his plan to stage a public vote on chief executive candidates - two days before the real election. Pro-Beijing media organisations have attacked the plan, saying it is inciting independence for Hong Kong.

Dr Chung denied that the exercise - which is called a civil referendum project - is aimed at challenging the Basic Law. He said voters could cast ballots at polling stations, or vote online after giving their full ID card numbers and their mobile numbers for a confirmation code.

He said privacy issues will be dealt with stringently and a turnout of 100,000 would be very satisfactory.
