The Ombudsman has criticised schools over excessively long waiting times for special needs students to gain school places. It said in one case a student had to wait nine months.

The Ombudsman, Alan Lai, focussed on special education services for students with moderate to severe emotional and behavioural difficulties. Mr Lai criticised the education bureau and the social welfare department for failing to resolve the problem effectively.
