2013/14 submission of programme proposals is now open. Submission deadlines for different types of programme are as follows :

A. Programme Commissioning

Programme Commissioning is an open platform for independent producers to exhibit their creativity. By doing so, we aim to help building up Hong Kong's independent television programme production industry. Radio Television Hong Kong (RTHK) provides 100% funding in the form of equity and owns 100% copyright.

The types of programme RTHK will commission are:
i) Drama
ii) Documentary
iii) Animation

B. Eligibility

In order to be considered eligible to apply to RTHK's Programme Commissioning, an applicant must be a company with major business activities related to film or television programme production or distribution and registered in Hong Kong. Such company does not hold any broadcast license and is not affiliated to any broadcasters.

C. Commissioning Funding

1. Single episode
1.1 Single-episode Drama, Single-episode Documentary & Single-episode Animation
 
  • Main theme of Single-episode Drama & Single-episode Documentary will be decided by RTHK.  The duration of each episode will be 22 minutes (documentary) or 44.5 minutes (drama) except animation which is 4-minute or 10-minute in length on free topics.
  • The programme shall be suitable for prime time broadcast on Chinese language television channel.
  • No fixed production budget and its size will depend on production theme and merit. The selection criteria will consider if the production merits warrant such RTHK's investment.
  • The production budget for each episode of 44.5-minute drama shall be no more than HK$500,000. For 22-minute documentary shall be HK$180,000.  The production budget for each episode of 4-minute and 10-minute animation shall be no more than HK$80,000 and HK$165,000 respectively.
1.2 Special Commissioning On Documentary Single Entry
 
  • Main theme of Special Commissioning On Documentary Single Entry will be decided by RTHK.  The duration of each episode will be 52 minutes.
  • The programme shall be suitable for prime time broadcast on Chinese language television channel.
  • No fixed production budget and its size will depend on production theme and merit. The selection criteria will consider if the production merits warrant such RTHK's investment.
  • The production budget for each episode shall be no more than HK$450,000.
2. Mini-Series
2.1 Documentary Series and Underwater Documentary Series
 
  • Topic may be provided by RTHK or proposed by applicant.  Free topic is allowed to attract new programme ideas or innovative programme format.
  • Each series will consist of no less than 5 episodes of the same theme and each with a duration of 22 minutes.
  • The series shall be suitable for prime time broadcast on Chinese language television channel.
  • Production budget and its size will depend on production theme and merit but will be no more than HK$1.4 million. The selection criteria will consider if the production merits warrant such RTHK's investment.
2.2 Animation Series
 
  • Free topic.
  • Each series will consist of no less than 10 episodes with same characters or on a same topic and each with a duration of 3 minutes.
  • The series shall be suitable for prime time broadcast on Chinese language television channel.
  • Production budget and its size will depend on production theme and merit but will be no more than HK$750,000. The selection criteria will consider if the production merits warrant such RTHK's investment.

D. 2013/14 Topics for Commissioned Productions

A. Single-episode Drama

 

Topic: The Critical Moment

The single-episode dramas under the Programme Commissioning will continue to base on social-realist topics but duration of each episode will be extended to one hour instead of the original half hour. Therefore, it is expected the stories submitted will reflect our contemporary situations from various perspectives in a broader context so as to provide the audience with more food for thought. We still welcome scripts adapted from real-life stories.

“The Critical Moment” is to describe the desperate plight one is facing, a situation which calls for our immediate attention, either something on the verge of breaking out or the dilemma of a long-term stalemate with the ultimate choice to be made at the crossroad. The emphasis on “imminent” urgency in the title is to feature the dramatic effect of the episodes. Yet, it is also our focus and concern that whether the depiction of the plight and the reflection of the social problems can strike a chord with the audience and make them reflect deeply over the issues concerned.

We are inviting proposals with the following contents:

  • A 44.5-minute HD drama episode
  • In the Hong Kong society where we see quirky political scene and social phenomenon, there are a wide range of problems, ranging from hefty property prices, wealth gap, the aging population, “doubly non-permanent resident pregnant women and children” flocking to Hong Kong and inclination towards industrial development to restriction on freedom of speech, introduction of national education and cultural differences. All these issues are always popular topics of the press and the media. Yet, if we adopt an approach which tells stories of personal experiences of the general public, it may bring real feelings and understanding of the present dilemmas.
  • Production budget: no more than $500,000.
  • Suitable for primetime TV.
B. Single-episode Documentary

 

Topic: Stories about China

China has experienced tremendous changes in terms of her economic, social and infrastructural developments in the recent decades. She has progressed from poverty to moderate prosperity. However, prosperity is achieved at the expense of unprecedented social problems, including environmental pollution, food safety issue and moral degeneration. On the other hand, we also see the struggles of individuals. Some parents are ready to do anything to make their children succeed in life; someone still feels emptiness despite the possession of a fortune while someone else still holds to his ideals and beliefs despite numerous failures and attempts …
Upon coming to the crossroad, one cannot help but ask: Which direction will China go?
What has modernisation brought to the 1.3 billion people on the soil of China? What will be the next step?
Each of the episodes in “Stories about China” will tell a story of a character. Through video footage and narration, the audience will have the chance to gain a better understanding of the contemporary China and think about the challenges and issues faced by her.

We are inviting proposals with the following contents:

  • A 22-minute HD single-episode documentary.
  • Real stories with real characters; filming location may be Hong Kong, the Mainland, Macau, Taiwan, or any Chinese community around the world. Preferably stories taking place in the Mainland China.
  • Production budget: no more than HK$180,000.
  • Suitable for primetime TV.
C. Special Commissioning On Documentary Single Entry
 

Topic: Outstanding Chinese Writers

Literature casts immense impacts upon human souls and its exploration of human nature generates values that cannot be measured in material terms. Literary works reflect transformation in society while preserving the cultures of a civilization. The winning of the Nobel Prize for Literature by laureates Gao Xingjian and Mo Yan has stunned the world and ignited an unprecedented wave of enthusiasm about Chinese literature, creating a growing passion worldwide about Chinese literary works and culture. Each episode of the“Outstanding Chinese Writers” series will look into the lives and stories of these Chinese writers around the world as well as the social situation of their works. This will allow the viewers to grasp the social meanings, human nature and contemporary cultures reflected in the works of these great names.
We are inviting proposals with the following contents:

  • 52 minutes HD documentary production.
  • Real Chinese writer stories in Hong Kong, mainland China, Macau, Taiwan or as far as in Europe or the America.
  • Production budget not exceeding HK$450,000.
  • Production suitable for prime time broadcasting.
  • To be completed by the end of January 2014.
D. Documentary Series
 

Topic: Free topic

We are inviting proposals with the following contents:

  • A documentary series of at least 5 episodes on a same topic.
  • HD production of 22 minutes per episode.
  • Production budget: no more than HK$1.4 million.
  • Suitable for primetime TV.
E. Underwater Documentary Series
 

Topic: Documentary series related to the underwater world or the ocean

We are inviting proposals with the following contents:

  • A documentary series of at least 5 episodes on a same topic.
  • HD production of 22 minutes per episode.
  • Production budget: no more than HK$1.4 million.
  • Suitable for primetime TV.
F. Animation
1. A 4-minute episode
 

Topic: Free topic

We are inviting proposals with the following contents:

  • HD production of 4 minutes per episode.
  • Production budget: no more than HK$80,000.
  • Suitable for primetime TV.
2. A 10-minute episode
 

Topic: Free topic

We are inviting proposals with the following contents:

  • HD production of 10 minutes per episode.
  • Production budget: no more than HK$165,000.
  • Suitable for primetime TV.
3. Animation Series
 

Topic: Free topic

We are inviting proposals with the following contents:

  • An animation series of at least 10 episodes with same characters or on a same topic.
  • HD production of 3 minutes per episode.
  • Production budget: no more than HK$750,000.
  • Suitable for primetime TV.

E. Procedures of Commissioning

1.
Submission of programme proposal is open all year round and evaluations take place in three sessions (except for “Special Commissioning On Documentary Single Entry”). The sought topics, programme formats and requirements, as well as the deadlines for application, are listed in the RTHK webpage ( http://rthk.hk/tvcommissioning ). Application forms, standard production budget forms and production budget guidelines are also available for download in the above-mentioned RTHK webpage.
2. Applicants need to submit their application with programme idea and synopsis at this stage. Proposals received will be given a reference number, acknowledged and kept sealed until the deadline of each session.
3. Proposals will be assessed on creativity, content originality, proposals' relevance to the theme and insights on the topic.
4. For proposals that have been short-listed, producers will be given one month to submit detailed programme proposal which includes preliminary research report, programme concept, shooting locations, list of interviewees (for documentary) and lists of casting and full script (for drama or animation), etc.; production budget; full list of key production team members and their CV; production schedule; specification on technical aspect; copy of the company's business registration certificate.
5. Short-listed candidates will be invited to interview. External members namely academics from universities' communications department, executive producer or producers from television or film industry, professionals related to the commissioning topics, may be invited to the assessment panel to assist in the evaluation. Assessment will be based on creativity, content originality, enhanced ideas to illustrate the theme, production feasibility, relevant expertise, track record, crew members' profile and experience, equipment and facilities support, suitability for prime time broadcast, budget and producer's performance during interview.
6. All applicants will be notified of the results within three weeks after interview.
