    Leadership crisis in France and Germany / Devastating cyclone in the French territory of Mayotte

    On Friday’s Global Focus, we’re looking at the latest developments in the European Union.

    From the collapse of the French government earlier this month to the dismantling of German Chancellor Olaf Scholz’s coalition over a no-confidence vote, the two largest EU economies are facing an unprecedented leadership crisis, plunging the 27-member bloc into rising socio-economic uncertainty.
    French President Emmanuel Macron is currently struggling on with a seemingly weak administration and without any budget for 2025, forcing lawmakers to roll over this year’s financial blueprint instead.
    Meanwhile in Germany, early snap elections in February could significantly weaken the pro-EU camp, as the rising far-right AfD campaigns to reassess the country’s EU membership.
    Are the European Union’s institutions strong enough to withstand this growing uncertainty? We’ll find out.
    After 9:50, we’re talking about the devastating cyclone which ripped through the Comoros archipelago of Mayotte, France’s most impoverished territory.

    St Francis University: Hong Kong's newest university / Should non-serious patients visiting A&E departments be penalised?

    For the first 15 minutes of Thursday's Backchat, we’re talking to the head of Hong Kong’s newest university, Dr Kim Mak, President of the Caritas Institute of Higher Education, which has just been given the green light to become St Francis University.

    From 9:15 to 10:00, we look into authorities' proposals to review hospital A&E charges, in a move aimed at tackling misuse of the city's often saturated emergency wards.
    Citing cases of patients using emergency services for pimples and itches, Health Secretary Lo Chung-mau described the current fees of HK$180 as "out of touch", proposing a hybrid model instead where patients seeking urgent care would pay less while non serious cases would face fees similar to those charged by family doctors.
    According to the Health Bureau, the two least urgent groups made up 65 percent of A&E cases. And while some medical professionals support some form of deterrence, others worry that such measures could lengthen triage procedures.
    Why are citizens so keen to visit the A&E even for minor cases? Is it because of lower costs? Or a lack of private clinics?
