    Mainland travel permits for non-Chinese PRs / Regulations on owning hedgehogs as pets

    On Wednesday's Backchat, we're talking about the new mainland travel permit which can be applied for from next week.

    Non-Chinese permanent residents of Hong Kong and Macau will no longer need visas to visit the mainland, as Beijing announced an expansion of its travel permit arrangements.
    Valid for five years, the travel card will grant holders the right to stay in the mainland for up to 90 days and give access to automated immigration clearance gates. Those wishing to work or study will still need to seek approval.
    The new arrangement was warmly welcomed by business chambers which have long called on authorities across the border to facilitate entry for Hong Kong-based foreign nationals.
    After 9:45, we' talk about regulations over the owning of hedgehogs as pets, with one association announcing that they would stop offering adoption services.

    Proposed university fee increases / Opening of the stock exchange on typhoon days

    On today's Backchat, we're talking about the government's plan to raise university tuition fees for Hong Kong students. The HK$42,000 yearly fees for local public universities have remained unchanged for 30 years and are lower than in most other developed places.

    So Secretary for Education Christine Choi said on a RTHK programme that it's time to consider raising fees, although she pledged any increase would be implemented in stages while offering more support to those in need.
    But grassroots groups still worry that any increase could affect underprivileged students. So how does the financing of Hong Kong's tertiary institutions compare to the rest of the world? We'll find out.
    After 9:45, we find out more about plans to keep the Hong Kong Stock Exchange open during typhoons and severe rainstorms.
