    Third plenum seminar / Arrest of Telegram CEO Pavel Durov

    In the first part of Tuesday's Backchat, we're talking about the significance for Hong Kong and the country of the Chinese Communist Party's recent third plenary session, which focused on reform and modernisation.

    Chief Executive John Lee has called on all sectors of the community to learn from, embrace and integrate the spirit of the plenum into everyday life. He was speaking on Monday after attending a seminar led by senior mainland officials, who also held a public explanatory session at the convention centre.
    The city's leader highlighted Hong Kong's unique role in the deepening of national reforms, pledging to strengthen the SAR's status as a talent hub, as emphasised by the plenum resolution.
    After 9:30, we're talking about the arrest in France of the Telegram CEO Pavel Durov, over accusations of weak supervision of the encrypted messaging platform which had allowed criminal activity to take place.

    Property market update and HKJC land controversy / IB measures against timezone cheating

    On Monday's Backchat, we're talking about the state of Hong Kong’s property market.

    Home buyers are forfeiting their deposits in record numbers amid expectations of a further fall in flat buyers. But rentals have rebounded to their highest level in six years due to strong demand from the growing number of mainland students and professionals moving to Hong Kong.
    There’s also controversy over the Hong Kong Jockey Club’s plans to redevelop a sports complex into prime residential units without paying any land premium, with legislators raising questions about whether the non-profit club is turning into a property developer.
    So which way is Hong Kong’s property market heading? Is this a good time to buy a flat? Or is the market likely to remain vulnerable to geopolitical and other shocks outside Hong Kong’s control?
    After 9:45, we'll learn more about the new measures introduced to tackle "timezone cheating" in IB exams.
