    Halloween economy / Crowd control in Lan Kwai Fong / Planned law amendments on abandoned cars

    On Thursday’s Backchat, we’re talking about Halloween, as the city’s nightlife spots and tourists attractions are gearing up for the celebrations.

    From restaurants providing themed menus to costume shops competing to sell the most frightening outfits, Halloween has long been seen as a major revenue driver for businesses.
    Despite this year’s date falling on a weekday, authorities are expecting 25,000 revelers in Lan Kwai Fong alone, but questions remain as to how much people are ready to spend.
    Meanwhile, security is expected to be tight, and the police have installed 50 new CCTV cameras with crowd counting capabilities. Facial and car plate recognition functions will be added next year as part of a territory-wide upgrade of video surveillance systems.
    So how popular has Halloween become? Are this year’s celebrations attracting people from across the border? And is AI going to relieve some of the crowd control duties from the police?
    After 9:45, we’re talking about a planned change in the law to tackle the problem of unwanted vehicles being abandoned.

    Rise in sexual and mental violence reports / Shenzhou-19 launch

    On Wednesday’s Backchat, we’re talking about the rise in reports of sexual violence in Hong Kong.

    Rape crisis centre RainLily has urged officials to reform the laws on sexual offences after the number of cases followed up by the centre almost doubled in a decade to reach almost 2,000 during the most recent five-year reporting period.
    The organisation found victims now wait an average of four years before seeking help, and hope the law can be changed to define the meaning of “consent” more clearly as well as expand the offence of rape.
    So how serious is sexual violence in Hong Kong? We’ll find out.
